Do poprawienia wpis w /etc/apt/sources.list dla tego mono z download.opensuse.org:

deb http://195.135.221.134/repositories/home:/tpokorra:/mono/Debian_7.0/ /

oraz Backports-Wheezy:

Trzeba też dodać brakujący klucz:

Co do reszty to nie wiem o co tu chodzi, może rzeczywiście jakieś proxy albo inny wynalazek, bo firewall nic nie blokuje, a DNS Googla teraz poprawnie rozwiązuje nazwy, mimo to jakoś nadal nie działa. W sumie można przyjrzeć się trasie, żeby coś wychwycić:

Problem jest nie tylko z DNS, bo powinno się aktualizować przy użyciu IP zamiast nazw w adresach repozytoriów, a jednak nie do końca to działa. Taki pusty wynik z traceroute oznacza, że prawdopodobnie firewall blokuje. Jeśli nie ma aktywnego w Debianie to może jest na routerze albo coś jest popsute u dostawcy lub celowo dziwnie skonfigurowane. Można spróbować tak do testów ustawić DMZ na routerze na adres IP jaki ma komputer z Debianem, to obejdzie firewall w routerze więc wyeliminuje jedno ewentualne słabe ogniwo.

1.DMZ na routerze
2.Firewall off na routerze i na debku
3.Router ok

Problem prawdopodobnie to provider, potem ogarnę
Podłączyłem debka pod mobile thetering trace idzie dużo odpada ale idzie, apt-get update na theteringu domenowo nie działa dalej.
Pytanie - czy provider może zablokować owe porty i na jakiej podstawie

Czy masz w ogóle publiczne IP od dostawcy bez blokady portów? Można to sprawdzić np. w programie p2p, otworzyć dowolny zakres portów tcp/udp i przetestować dowolnym skanerem online, czy są otwarte z zewnątrz. Skoro włączyłeś DMZ na komputer z Debianem, to Twój router nie powinien być przeszkodą w takim teście. Pozostaje jeszcze sprzęt od dostawcy, może to też jest jakiś router ze swoim firewallem? O ile masz taki u siebie, bo nie wiem jakie masz łącze, radiowe, światłowód, czy jeszcze coś innego.

IP jest prywatne - przemieliłem umowę , byłem święcie przekoany że publiczne ( umowę posiadała inna osoba ).
Router to TP-Link WR340G ( mój prywatny ) - owszem router nie jest przeszkodą

Skoro na teteringu też nie działało, to problemy z dostawcą można pominąć. Spróbuj wykonać:
