Chyba nie do końca rozumiem, isc-dhcp-server zainstalowałem wcześniej i co do jego działania nie mam żadnych zastrzeżeń, problemem jest natomiast to, że nie podnosi się po restarcie, dlatego też chciałem zrobić to dowiązanie przez:

isc-dhcp-server zainstalowałem później, analogiczną sytuacje mam też w bindem9

dostaję błąd :

Faktycznie, wystarczyło zamienić src na arp i wszystko ładnie działa.
